(a) The Accountant was permitted to make large profits by changing notes into sub-coin when the latter was at a discount.
(b) Advances of salary were made to the Force and staff on
a very considerable scale amounting to some thousands of dollars a month. Some of these advances were submitted to the Superintendent for approval, but in other cases the Accountant made the advances on his own authority. On the latter and possibly the former the Accountant collected and pocketed interest. No.adequate steps seem to have been taken to ensure that even authorised advances of this nature were regularly recovered. Money was also advanced on behalf of other British Administrations and of Foreign Administrations for quite legitimate transactions which however should have been handled by the Treasury. This system of advances furnished the Accountant with an excuse for drawing heavily on the department'a imprest account and keeping large sums in each.
(c) Very considerable sume were collected by the Accountant
for various special purposes but were never paid into the Bank to the credit of the Government. Temporary receipta
were issued by the Accountant for these payments, which
were supposed to be held in one of the departmental
accounts when immediate disbursement was not possible. But adequate steps do not seem to have been taken to
ensure that the whole of the money collected was accounted for by disbursements or payments into the Bank. The payments in question were for:-
(1) Special duties at Theatres.
(2) Special duties at Private Houses.
(3) Special duties on Steamers in Harbour,
(4) Guards supplied through the Police Dept. for
various Shore duties.
